About the Authors

Elise Caplan recently joined the American Council on Renewable Energy (ACORE) as the Director of Electricity Policy, where she will monitor and respond to regulatory developments impacting the U.S. renewable energy industry at FERC, RTO/ISOs, state utility commissions, federal agencies, and other entities as appropriate. Prior to joining ACORE, she was an independent consultant with expertise in the wholesale electricity markets. Her two primary clients were the Natural Resources Defense Council’s Sustainable FERC Project and WRI. For the former, Ms. Caplan supported the council’s advocacy for wholesale market design, transmission policy, and public participation to foster the growth of clean energy. Until the end of 2020, Ms. Caplan was the Director of Electric Markets Analysis for the American Public Power Association, the trade association representing the nation’s public power utilities.

Zach Greene is a Clean Energy Associate with the U.S. Energy Program at WRI. He supports local governments and large energy buyers in achieving their clean energy and climate goals. This includes leading cohorts on innovative clean energy procurement strategies, advising coalitions engaging on wholesale market issues, and advancing low-income community solar opportunities.

Joseph Womble is a Research Analyst with the U.S. Energy Program at WRI. He provides research and facilitates local engagement to advance the clean energy transition among municipalities and large energy buyers. This includes educating municipalities and business districts on renewable energy opportunities in their jurisdictions, forming creative solutions to increase low-income participation in community solar programs, and providing support to cities looking to increase renewable energy within wholesale markets.

Katrina McLaughlin is a Research Analyst with the U.S. Energy Program at WRI. She supports WRI’s work on clean energy, electricity market design, and transportation electrification. This includes tracking federal legislative and regulatory developments as well as identifying federal funding opportunities for local decarbonization. She also supports state policy work as part of WRI’s Electric School Bus Initiative.
